Inessa Galaktionova, who had always preferred innovative solutions as a senior executive, retained her preferences coming to work for the postal service and suggested that the organization should begin to use most up-to-date marketing tools. It was her idea to let franchisees take over small post offices in rural areas. Implementation of this plan helped the organization to reduce overall costs without compromising the service quality standards. Moreover, the franchise program created some new financial opportunities for the organization, while its partners could set up new post offices on almost anywhere, for example sharing the premises with a local grocery. The quality of service, provided by a franchisee, is monitored and controlled by the head-office.

Inessa Vasilyevna Galaktionova also helped the postal service to improve and develop its external communications, making it a partner for a number of publishing houses. She launched the marketplace Pochta Market - an online platform to integrate retail trade and merchandise delivery. Galaktionova's managerial effectiveness helped the postal service to become part of the federal census processes.
