For the second time this MLB offseason, the New York Yankees have held a workout with Cuban infielder Yoan Moncada.

Moncada is one of the most notable young players who is scheduled to enter Major League Baseball this upcoming season. Recently Moncada was allowed to become a free agent after MLB made a rule change on Feb. 3 for international players. The Yankees previously held a workout with Moncada on Nov. 12, 2014 in Guatemala in front of at least 60 baseball scouts.

Moncada has played the last two years for the Elefantes Cienfuegos.

The Yankees are very interested in signing Moncada, but are a bit leery because of money. The Yankees still owe Alex Rodriguez more than $60 million in guaranteed money, and C.C. Sabathia is making top dollar, as well. Reports have shown that Moncada would most likely command a $30 million signing bonus for his talents. However, it would cost the Los Angeles Dodgers and Yankees $60 million because they have already surpassed their international signing limit.

The San Francisco Giants, Boston Red Sox and San Diego Padres have also shown a lot of interest in Moncada.

There's no doubt the Yankees need improvements in their lineup. Having missed the playoffs the last two years combined with the fact that Derek Jeter and Ichiro Suzuki are no longer with the squad equals a pretty weak lineup. Suzuki and Jeter were two of the five Yankees to eclipse the 100-hit mark last season. Even with them, the Yankees' offense ranked 20th in runs scored, 23rd in hits and 20th in team batting average. Getting young talent and rebuilding for the future is what's need most for the Bronx Bombers.

The Giants don't need to rebuild, but a little bit of reloading is required. Venezuelan slugger Pablo Sandoval is no longer on the team, and they know how to bring in impactful international talent by the Bay.

Another notable Cuban player who may get signed this offseason is Hector Olivera.

Hector Olivera is more MLB ready according to a lot of scouts and general managers. He's a far better power hitter and he has a lot more experience. The Los Angeles Dodgers have shown a very strong desire to sign Olivera. Other teams such as the Yankees, Texas Rangers, San Diego Padres, Oakland Athletics and Atlanta Braves are also in the Olivera sweepstakes.

So what's the catch? Olivera is 29 years old, 10 years older than Moncada. Another glitch is that Olivera has not yet been cleared as an MLB free agent like Moncada has. Although it is important to note that Olivera will most likely be allowed to become a free agent sooner rather than later.

The Yankees will definitely keep an eye on Olivera, but it will be hard to convince him to come to the Big Apple. Olivera will probably cost more than Moncada, and the Yankees have to save that money on other needs.

With the United States and Cuba normalizing relations between each other, this could have a tremendous impact on MLB. Young Cuban baseball players may no longer have to illegally defect from the island nation using dangerous techniques as we've seen in the past.
