Boxing fans everywhere are waiting for the day that Floyd Mayweather and Manny Pacquiao get in the ring and face off against one other.

Whenever that time comes (if it ever does) it would generate the highest payout for either fighter.

Unfortunately, negotiations have stalled multiple times over the last five years for a number of reasons. Whether it's the financial split, the location, time or drug testing, these two Welterweight champions just haven't seen eye to eye with one another.

So who is to blame for this fight not taking place?

A lot of boxing fans put the majority of the blame on the WBA Welterweight champion Floyd Mayweather Jr. Mayweather constantly criticizes Pacquiao on social media, particularly bringing up his loss to Mexican boxer Juan Manuel Márquez. With all the talk and money, Mayweather refuses to negotiate with Pacquiao consistently because of his relationship with promoter Bob Arum.

Not only will Mayweather not take on Pacquiao, but he refuses to offer anything that he deserves. The Pacquiao camp last said that they were willing to take a 60-40 split. In 2012, Pacquiao was even willing to take a 45-55 split. Never once has Pacquiao demanded more out of the fight that is estimated to gross at least $300 million. The highest the Mayweather's camp has proposed is $40 million, just 13 percent.

Pacquiao has also agreed to Mayweather's drug testing conditions.

Pacquiao may not be undefeated, but he is the WBO Welterweight Champion of the world. Pacquiao also has 57 career victories, 10 more than Mayweather. It feels as if it is always Pacquiao "calling out" Mayweather, and not the other way around. Does Mayweather even want to fight Pacquiao despite the fact that his pay-per-view numbers have been declining? It doesn't seem like that is the case at all.

As Kevin Iole of "Yahoo Sports" explains, Mayweather has "barricaded" himself from the media to avoid answering Pacquiao-related questions.

On the other side, many boxing fans blame the Pacquiao camp for a super-fight not taking place. Pacquiao hasn't given in to Mayweather's demands and he continues to do business with Bob Arum. Arum obviously wants a piece of this action, as would any boxing promoter.

Arum and Mayweather did business with each other from 1996 to 2006, and have been on bad terms ever since their breakup. It doesn't look like Mayweather is willing to renegotiate with anyone whom Arum is promoting. Arum has criticized Mayweather multiple times, even accusing him of being "afraid" to fight lefthanded boxers like Pacquiao.

Mayweather isn't going to give Pacquiao an even 50-50 split, but he still did offer him $40 million, win or lose the fight. In Pacquiao's last fight, against Chris Algieri, he made just over $20 million. Win or lose a possible fight against "Money" Mayweather, Pacquiao would make more money than he would against anyone else.

Mayweather and his fans also bring up the fact that Pacquiao has five career losses, two of which came in 2012. Pacquiao's knockout defeat against Márquez didn't help get Mayweather in the ring with him.

In the end, everyone deserves some blame. Mayweather is extremely picky and doesn't always want to face tough competition. Not only will he not face Pacquiao, but he hasn't shown any desire to go up against Timothy Bradley or Keith Thurman. Pacquiao won't get the 40 or 45 percent he desires, but he could still accept the $40 million and get in the ring with Mayweather.

Unfortunately, the fans have paid the price because both sides have failed to reach an agreement.
