U.S. and Cuban government officials confirmed diplomatic talks regarding respective embassies have stalled following the fourth round of discussions between both countries.

Josefina Vidal, director general of Cuba's U.S. Division of the Ministry of Foreign Affairs, said the latest round of diplomatic discussions was in a respectable and professional climate and both delegations continue to advance talks.

"We have continued to make progress," said Vidal. "The Cuban delegation recognized the just decision adopted of President Obama to remove Cuba from the State Sponsors of Terrorism."

Vidal acknowledged that since the previous round of discussions, Cuba and the U.S. held meetings on traffic of persons, migration fraud, civil aviation, maritime protected areas and human rights. She said discussions would soon include health concerns.

"Both delegations agreed to continue the exchanges on issues related to the functioning of diplomatic missions," said Vidal regarding embassy talks. "We will continue those conversations in the next few weeks."

She added that Thursday and Friday's talks include the "behavior" of diplomats.

"I won't mention in detail the kind of issues we discussed and the positions we took because these are matters that are discussed in the diplomatic level," said Vidal. "But I want to reiterate that the issues we would continue talking about in the next few weeks concern the functioning of embassies."

"This has not been an easy task given our complicated histories," said U.S. Assistant Secretary of State for Western Hemisphere Affairs Roberta Jacobson during her press conference.

While Jacobson described the latest discussions as "highly productive," Jacobson also did not provide specifics on any potential disagreements regarding the reopening of embassies.

"We have gotten much closer each time we talk," added Jacobson.

Guantanamo Bay was not discussed during the respective press conferences. Based on a press call earlier this week, a U.S. State Department official said, "Obama "has made clear he's not interested in having that conversation."
