The incident involving an Ohio K-9 officer allowed his police dog to attack a truck driver who was surrendering with his hands raised is currently under investigation by multiple Ohio agencies, according to Boston.

The incident occurred during a lengthy pursuit on July 4, where State Highway Patrol troopers attempted to stop a commercial semi-truck on state highway 35 due to a missing mudflap and a failure to comply with an inspection.

The Circleville Police Department was called to help during the pursuit, and they deployed a K9 police dog.

The truck driver, Jadarrius Rose, a 23-year-old Black man from Memphis, Tennessee, initially refused to exit the truck and later ignored instructions to lie on the ground, as stated in the Highway Patrol incident report and the body camera footage.

The suspect continued evading the marked patrol units with lights and sirens activated, per the incident report. Eventually, Rose complied and got on his knees, raising his hands in surrender.

K-9 Officer Put on Administrative Leave Following the Police Dog Attack

The Ohio K-9 officer involved, Ryan Speakman, has been placed on administrative leave following the incident where a police dog was captured on body-camera footage mauling the truck driver, Jadarrius Rose, per ABC News.

Circleville Mayor Donald McIlroy confirmed that the city's five-member Use of Force Review Board is investigating the circumstances surrounding the incident on a highway outside Columbus.

The mayor expressed his regret about the unfortunate situation. He assured that they are working diligently to resolve the matter quickly.

He revealed that he had already viewed parts of the body-camera footage released by the Ohio State Highway Police, capturing the police dog's actions during the arrest.

The Use of Force Review Board will thoroughly examine the incident, and its findings will be crucial in determining the appropriate actions.

Specific details from the investigation are yet to be released to the media.

Mayor McIlroy stated that decisions regarding releasing the board's report will be made after they have completed their examination.

Since at least Thursday, the Ohio K-9 officer has been on paid administrative leave. However, the exact date when his leave started was not disclosed.

Meanwhile, the police dog involved in the incident has been placed in a kennel while the investigation unfolds.

The bodycam and dashcam footage of the incident provides a detailed account of a prolonged chase that culminated in the truck being surrounded by a group of police officers and vehicles, BBC noted.

Upon stopping the vehicle, one police officer can be heard instructing Rose to get on the ground or risk being bitten by a police dog.

However, another officer believed to be an Ohio state trooper, can be heard repeatedly relaying instructions not to release the police dog while the truck driver has his hands up in the air.

Despite complying with the officers' instructions and raising his hands, the police dog, a German Shepherd, was released and subsequently pulled Rose to the ground in a grassy area near the road.

During a 911 call made by Rose while the chase was ongoing, he expressed fear that the officers were trying to harm him and didn't understand why their guns were drawn.

The dispatcher urged him to stop during the call, but Rose said he did not feel safe doing so.

Following the incident, Rose received on-site treatment before being taken into custody and charged with failure to comply. However, he has since been released.
