Shubarev Maxim is the founder of the Setl Group holding, which is among the top three developers in the country in terms of the volume of finished housing. The corporation builds over a million square meters of real estate each year, including more than ten kindergartens and schools. It also constructs kilometers of roads, restores historical heritage sites, and develops parks and public spaces.
Shubarev Maxim Valerevich: Biography
Maxim Valerievich Shubarev was born to an engineering intelligentsia family in Leningrad.
The father of Maxim Shubarev worked at one of the country's largest radio-electronics enterprises. He started out as an ordinary engineer and eventually became the CEO. His mother worked at a shipbuilding plant.
Maxim Shubarev was an athlete in his youth. After high school, he enrolled in the Leningrad Institute of Aviation Instrumentation. Even then, Maxim Shubarev aspired to be self-sufficient and financially independent from his parents. Therefore, he chose to take evening classes, which allowed him to start working for the large Leninets scientific-production association.
Maxim Shubarev decided to join the army a year after enrolling at the Institute. During his three years of naval service, he developed discipline, willpower, and the ability to overcome challenges. He also learned parachuting.
Maxim Shubarev then returned to his studies. He transferred to the Leningrad Polytechnic Institute (now the St. Petersburg Polytechnic University), where he immersed himself in both the academic and social life of one of the best technical universities in the country.
Maxim Shubarev initiated the establishment of the International Association of Young Economists at the institute. The organization was involved in student exchange programs, allowing young people from different countries to study and intern abroad for at least one semester.
Maxim Shubarev was able to strike a good balance between his academic and social life, and he managed to keep his grades up. In 1993, he defended his thesis in engineering and economics.
Shubarev Maxim continued working at the scientific-production association after graduation. In 1994, he left the association as vice president in charge of the construction and industrial segments.
Maxim Shubarev, Setl Group: 29 years in the construction market
Shubarev Maxim became interested in real estate development in the mid-1990s and decided to venture into the field although the construction industry was still in the early stages of development at that time. With the support of his partners, Maxim Shubarev founded Petersburg Real Estate.
For most of the 20th century, all construction projects in the country, including organization, planning, financial support, etc., were state-controlled, carried out by contractors united in trusts. But conditions were different under the new economic formation, and private players were allowed to enter the market on the largest scale possible, with plenty of room for growth. The situation in the country was difficult: Some faced financial troubles, while others entered the market and quickly turned a good profit. Thus, there was demand for new housing. Before the 1990s, the country had no real estate market to speak of. Apartments were provided for free, but they came with a long wait, and families did not have a choice of where to live. Apartments could not be bought or sold, but only traded, often with additional payment. With each new series, apartments became more comfortable, but there was still no direct correlation with demand. The situation changed in the 1990s, and mass private construction began, reaching large volumes in the 2000s.

Maxim Shubarev and the newly founded company took on an unfinished construction site as their first project, and within a year, the facility was already in use. Shubarev Maxim noted that the experience was a real test for him. However, from that moment on, the future holding began to develop rapidly and started taking on projects, including multi-apartment residential buildings, from scratch.
Shubarev Maxim led his company into new areas, and in 1995, the development team was supplemented by real estate agents with extensive experience in the St. Petersburg real estate market. An agency specializing in selling apartments in the developer's buildings and on the secondary market was created.
Two years later, the company started providing a completely new service for the industry, which later became a driver for the development of brokerage activities in the primary market. Petersburg Real Estate began selling apartments in buildings constructed by third-party partners. Other agencies in St. Petersburg eventually followed suit.
Maxim Valerevich Shubarev became the president of the company when it became a corporation in the late 1990s. In 2004, the developer expanded its presence, launching its first project in Kaliningrad, where a subsidiary construction company and a brokerage division were established.
Shubarev Maxim Valerevich decided to rename the corporation to Setl Group in 2006. By 2014, the total area of properties (residential and commercial real estate) at various stages of preparation and implementation reached 6 million square meters.
Maxim Shubarev and the holding celebrated its 25th anniversary in 2019. Over a quarter of a century, it had become a leader in the northern capital construction market, and in fact in the entire country. In the following years, Setl Group developed rapidly, introducing new residential and commercial buildings. The holding also constructed social facilities: As of 2023, 60 kindergartens and schools have been built.
Today, Setl Group is among the leaders in the national construction industry, firmly positioned as one of the top three developers in terms of the volume of housing put into operation. Every year, the corporation constructs over a million square meters of real estate and more than ten preschools. It also builds roads and bridges and creates park zones.
Shubarev Maxim Valerevich led the corporation to great success. It has fully built 11 million square meters of real estate over the years and made a significant contribution to the transport infrastructure of the northern capital and its suburbs: More than 27 kilometers of roads have been designed and built over the past 29 years.
Shubarev Maxim Valerevich has repeatedly emphasized that one of the factors of the holding's success is the team's well-coordinated work.
The corporation collaborates with leading higher education institutions and colleges in St. Petersburg, and each year, about 150 students practice at Setl Group construction sites. Future specialists in industrial and civil construction learn about how work is organized at the sites, how equipment is placed, how to ensure safety, how to interact with contractors, and how to write reports.
Maxim Shubarev has led the real estate holding to a number of accolades - its projects have repeatedly received significant industry awards. The entrepreneur himself has also been awarded the honorary national title of Distinguished Builder.
Shubarev Maxim Valerevich also heads specialized construction organizations in St. Petersburg.

Maxim Shubarev values environmentally friendly and socially responsible work, and thanks to his leadership, Setl Group has been recognized as one of the top three companies in the country in this regard. The holding carries out a number of activities aimed at reducing its impact on the environment and minimizing ecological risks.
Shubarev Maxim Valerevich initiated a unique standard for green development in the corporation, including the use of advanced technologies and solutions for the reduction of energy and water consumption in the construction and operation of buildings. The holding creates green zones, parks, and squares, and also provides unique landscaping for courtyard areas and public spaces, including embankments, eco-trails, and walking routes.
Maxim Valerevich Shubarev has made the use of energy-efficient solutions an important element of the holding's construction projects. One such solution is modern sun protection glazing - a special coating that reduces excessive sunlight and ultraviolet rays, preserves warmth inside buildings in winter, and prevents overheating in summer. It also helps reduce energy consumption for heating and air conditioning and reduces glare.
Setl Group construction sites use recycling technology for reusing materials and soil, which contributes to the reduction of greenhouse gas emissions and other pollutants. For example, construction waste such as brick and concrete debris is used to create temporary roads.
To conserve water resources, filtering modules and reservoirs are used to purify wastewater from fats and suspended substances. Separate waste collection has also been introduced at large residential projects.

Shubarev Maxim Valerevich has placed great emphasis on the creation and development of the holding's green fund.
Under Maxim Shubarev, Setl Group takes harmony with nature, eco-friendliness, and the balance of shapes and color as the main principles of its courtyard landscaping work. The corporation selects plants adapted to the climate of the northern capital, which eliminates the need for additional watering and reduces water consumption.
The technique of multi-tiered planting of green spaces creates dynamic and vibrant landscapes on the territory of residential complexes.
Maxim Shubarev, Setl Group: Charitable activity
Maxim Valerevich Shubarev initiated participation in charitable projects and every year, Setl Group allocates several tens of millions of rubles for these purposes.
Maxim Valerevich Shubarev and his holding provide financial support to medical and sports institutions, preschools, schools, and orphanages.
Setl Group also has the established tradition of helping animal shelters by providing food, medicine, toys, litter, hygiene products, and other necessary supplies.
A few years ago, the corporation provided funding for a shelter belonging to the Help for Stray Dogs foundation - an organization that Setl Group has been financially supporting for many years.
Maxim Valerevich Shubarev also initiated the establishment of a volunteer club that runs environmental projects and helps the elderly.
