The Republican and Democratic lawmakers are still debating until now over the provisions of the next stimulus. They may have different ideas, but one thing is for sure that both want to have the second stimulus payment on every American this August.

Both parties want to send a direct payment of $1,200 to those who will qualify for the second stimulus payment. However, the most controversial part of the provision is the unemployment check, which was reduced to $200 per week from $600.

President Donald Trump has been emphasizing his strong support to the second round of stimulus payment while putting the Americans back to work. On Monday, President Trump said, "The Democrats come with their needs and ask, and the Republicans go with theirs. So we'll be discussing it."

Who Would Qualify the Second Round of the Stimulus Payment Under the HEALS Act?

The Republican Senators followed the payment guidelines set during the first round or CARES Act. However, they adjusted the dependents.

Sen. Chuck Grassley said Monday through his social media account that the HEALS Act will include few people who were not included during the first round. These are the dependents, college, and adults, and those are somebody else's dependents.

Here are more details as to who will qualify for the next Stimulus Payment:

  • A single US resident with an adjusted gross income of less than $99,000.
  • Head of a household earning under $146,500.
  • A couple filing jointly without children and earning less than $198,000.
  • A dependent of any age.

Moreover, the HEALS Act will prohibit the banks and creditors from seizing the stimulus payment to pay their debts.

Who Did Not Receive the First Stimulus Payment?

There are still many Americans who did not receive their first Stimulus Payment from the federal government. Here are some of those who did not qualify, according to a published article in CNET.

  • Single taxpayers with an adjusted gross income above $99,000.
  • Heads of households with an AGI over $136,500.
  • Married couples with an AGI over $198,000.
  • Children over 16 and college students under age 24.
  • Nonresident aliens, as defined by the US government

When Would the Eligibility of the Next Stimulus Payment Be Known?

The final qualification of those who will qualify for the next stimulus payment is expected to be released before August 7. President Donald Trump supports the Senate's proposal, and right now, they can now start their negotiation with the Democrats.

Once the two parties agreed on the final provisions of the HEALS Act, that's when everyone will know the final recipients of the next stimulus payment. Two things are clear right now; direct payment of $1,200, and the next round will begin this August.
